content Plurel is a scientific research project with the aim of mapping and predicting complex urban-rural developments. Simultaneously, it is a search for the manner in which administrative decision making in a peri-urban region can anticipate these developments. Plurel is directed at politicians and policy makers who work in peri-urban regions. From the research a ‘toolbox’ with ‘policy tools’ must emerge, with which decision makers in the region can respond to chance and uncertainty as a result of economic, demographic and ecological developments. In Plurel existing spatial, economic, social and ecological models will be combined to generate scenarios for the spatial development for metropolitan regions. These outcomes will be tested in each of the seven regions represented in Plurel, among which is the Dutch Haaglanden region.
